Sekcijas sēde veltīta mūsdienu drošības izaicinājumu daudzdimensionālai analīzei, akcentējot noturību kā stratēģisku valsts un sabiedrības spēju. Sēdē tiks aplūkota noturības nozīme hibrīdo apdraudējumu, ģeopolitiskās nenoteiktības, krīžu un dezinformācijas apstākļos, analizējot gan sabiedrības psiholoģisko un sociālo noturību, gan publiskās pārvaldes institucionālās kapacitātes, krīžu vadības un starpnozaru sadarbības mehānismus. Diskusija apvienos akadēmisko pētniecību un politikas praksi, piedāvājot secinājumus un ieteikumus, kas veicina ilgtspējīgu valsts drošības stiprināšanu un sabiedrības spēju pielāgoties mainīgai drošības videi.

The session is dedicated to a multidimensional analysis of contemporary security challenges, with a particular emphasis on resilience as a strategic capacity of the state and society. It examines the role of resilience in the context of hybrid threats, geopolitical uncertainty, crises, and disinformation, analysing both the psychological and social resilience of society and the institutional capacity of public administration, including crisis management and cross-sectoral cooperation mechanisms. The discussion brings together academic research and policy practice, offering conclusions and recommendations aimed at strengthening sustainable national security and enhancing society’s ability to adapt to a changing security environment.
